Add proper formatting to number data that is retuned by report tokens

It’d be nice if you could use the PHP `NumberFormatter` class to format all numbers, percentages (and all other potential units) in the report tokens. This would also have to opportunity that you could easily add a control for every report where we can set the locale that will be applied to the formatting. Currently only the US locale is used for formatting, I think.
