Add its own option to disable database updates, don't tie it to plugin updates

The “Database Updater” add-on doesn’t have its own option to ignore it on individual child sites, instead it is using the “Ignore plugin updates” option. It should have its own option, so we can still keep database updates to be enabled, even if we don’t need the plugin updates for a particular website.
