Block plugin or theme translations

I have a plugin that's been marked as "Do Not Update," but its translations keep appearing in the list of items to update.

I'd like it if translations for plugins or themes could also be marked as "Do Not Update," or even better, if they were automatically marked as such when the associated plugin or theme is marked as "Do Not Update."
