Add a delete button for inactive themes on the themes updates page

I find that as WordPress often has unneeded default themes installed, I would rather delete a theme than update it.It would be handy if, on the theme updates page, inactive themes had a DELETE THEME button next to them, so that I could delete directly from there as I am going through doing updates.Mock-up: https://imgur.com/a/lfPVRs8
