Added: Separate Delete Backups permission for snapshot deletion and Clean Up. Existing roles with Execute Backups receive it automatically after an authorized owner opens wp-admin.

Fixed: Preserved Cost Tracker settings access for existing roles with Manage Dashboard Settings, while respecting explicitly stored permissions.
